นายสมเกียรติ พื้นแสน ผอ.สพท.ร้อยเอ็ด เขต 1 ร่วมลงนามข้อตกลง(MOU)ว่าด้วยความร่วมมือด้านการศึกษาและการพัฒนาคุณภาพเด็กและเยาวชน ระหว่างองค์กรปกครองท้องถิ่นกับโรงเรียนดีประจำตำบล ที่ ร.ร.ธงธานี จ.ร้อยเอ็ด.....   

           โรงเรียนธงธานี อำเภอธวัชบุรี ได้รับคัดเลือกจากสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ให้เป็นโรงเรียนในโครงการ โรงเรียนดีประจำตำบล ตามนโยบายของ นายชินวรณ์ บุณยเกียรติ รัฐมนตรีว่าการกระทรวงศึกษาธิการ ซึ่งโรงเรียนดีประจำตำบลมีเงื่อนไขหลัก คือเป็นโรงเรียนในชนบทที่พร้อมจะยกระดับคุณภาพและมาตรฐานให้สูงขึ้น เป็นโรงเรียนที่ได้รับความร่วมมือจากชุมชน มีประชาคม มีการทำ MOU กับท้องถิ่นอย่างชัดเจน โดย ผอ.สพท.ทำหน้าที่เป็นพี่เลี้ยงร่วมขับเคลื่อนให้ MOU เกิดขึ้นจริง และ สามารถดึงนักเรียนในเขตพื้นที่บริการ และบริเวณตำบลใกล้เคียงมาเรียนในโรงเรียนดีประจำตำบล รวมทั้งเชิญชวนโรงเรียนคู่เคียงมาเรียนในโรงเรียนดีประจำตำบลเพิ่มขึ้น       

           ดังนั้น เพื่อนำนโยบายสู่การปฏิบัติ บทบาทสำคัญประการแรกของโรงเรียนธงธานี คือการแสวงหาความร่วมมือจากองค์กรปกครองส่วนท้องถิ่น จึงได้จัด พิธีลงนามข้อตกลง (MOU) ว่าด้วยความร่วมมือ ด้านการศึกษา และการพัฒนาคุณภาพเด็กและเยาวชน ระหว่างโรงเรียน กับ องค์กรปกครองท้องถิ่น จำนวน 5 แห่ง ประกอบด้วย เทศบาลตำบลธงธานี เทศบาลตำบลเกาะแก้ว องค์การบริหารส่วนตำบลธวัชบุรี องค์การบริหารส่วนตำบลบึงนคร และองค์การบริหารส่วนตำบลหนองพอก หลังจากลงนามข้อตกลงแล้ว โรงเรียนจะดำเนินการตามขั้นตอนการนำงบประมาณสู่การพัฒนาเพื่อให้เกิดความพร้อมทางด้านกายภาพ โดยมีภารกิจที่จะต้องดำเนินการ คือ ภารกิจด้านกายภาพ สิ่งแวดล้อม ภูมิทัศน์ ให้สวยงาม เอื้อต่อการจัดการเรียนรู้ มีการดูแล ปรับปรุง แก้ไข ภายใต้เงื่อนไขรายละเอียดในการของบประมาณ ทำให้ชุมชน ท้องถิ่นหรือประชาชนในหมู่บ้านใกล้เคียง มองเห็นถึงความเปลี่ยนแปลงทางกายภาพอย่างชัดเจน ไม่ว่าจะเป็น รั้ว เส้น ทางเข้าออก ทางเดิน จำนวนต้นไม้ภายในโรงเรียน เป็นต้น ภารกิจส่งเสริมให้มีห้องสมุด ๓ ดี มีอินเทอร์เน็ตความเร็วสูงที่เป็นโครงข่ายไฟเบอร์ออพติก และเมื่อมีความพร้อมก็อาจจะสร้างศูนย์กีฬาและสระว่ายน้ำเพิ่มเติม ซึ่งจะเป็นตัวชี้วัดที่แสดงให้เห็นถึงการพัฒนาคุณภาพผู้เรียน และ ภารกิจจัดหาครูที่จบวิชาเอกในสาขาที่ตรงกับวิชาที่สอนใน ๕ กลุ่มสาระวิชาในอนาคต เพื่อยกระดับผลสำฤทธิ์ทางการเรียน สำหรับปีการศึกษา 2553 สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานได้จัดสรรงบประมาณเพื่อการพัฒนาโรงเรียนธงธานี จำนวน 11,608,639 บาท
